It is certainly possible to do it using either of those. If you
really need it to be Javascript and Netscape compliant, it will
be very limited functionality. Using either Java or Flash would probably provide a much better
user experience.
I seem to remember seeing a couple of wysiwyg editors in Java
and Flash, but I don't have the URLs to hand. A bit of searching
in Google should unearth them though.
