A web service cannot make a request to a Flash (or any other)
client. It can only respond to a request initiated by a client. This is a
restriction of HTTP and Web Services, not of Flash. If the Flash client uses a
different protocol to talk to a different service, as in Flash Communication
Server, then it may be a different story.
