I actually had an identical problem on a box the other day. However I am not
the admin on the box & so I don't know how it was resolved (the admin claims
not to know either).

However I am pretty sure this is not a user permission issue (I've seen
plenty of permissions errors and generally state "access denied..."), but
rather a DNS issue.

On this box we had a number of post install DNS issues that I don't really
understand - basically when running the apache connector CF could not get a
connection to JRUN on local host. I don't know how this was fixed but the
admin told me it was DNS related.

Hope that help a little bit - sorry I couldn't be more specific.
