Not being a Blog Expert myself, but I reckon I know a few answers to your questions.
I believe "Blog" is a made up word for Web Log, it's basically a place where someone can express their opinions/ideas etc. etc. I gues syou can make your Blog as fancy as you want, it can be a simple interface that allows you post entries and display them, or it can be as advanced as you like with XML etc. The XML (syndicate) is just so that anyone else interested in your content can easily retrieve it and read it outside your interface.
