Tim check your permission to the database. Are they the same? Do not assume that, for example SA on one box is the same on another. And from what you indicate they are different. It seems that Win2003 is much picker (which is a good thing but...). Are you setting up the database connections the same on both boxes? Is there something screwy in 2003 Server?
If the connection is being refused outright (gotta love the Java error messages) it might be as simple as a authentication problem. Have you done this in development, testing or production environments. Same errors? Can you reboot the server (sometimes helps). What JVM are you using? What Microsoft Data drivers? (http://www.microsoft.com/data/). I am running 2.8 MSDE on JVM 5.x with no issues so far. Blackstone is really going to be great. The Macromedia Support line might also assist and their new Knowledge Base will come online shortly. If you have full control over SQL Server itself see if the problem persists using SA access. At least for testing purposes only.
