Okay that is officially a horrible way of doing things... however it shouldn't be ***that*** bad... from the PHP server if you hit that page from your browser how quick is it? If the news.cfm appears fast from outside the network I would suspect it is a networking issue, such as PHP not caching the DNS request for server2.
