Why mitigate it? I see that variation as the point, not a flaw. Some people are going to produce apps that are measureable superior in development time, performance, or both. It would be a good way to demonstrate the relative strengths and weaknesses of different techniques, methodologies, and frameworks.
Comparing a godlike developer who completes full applications in days but uses no framework to a novice who takes weeks using XYZ framework will not reflect the value (or otherwise) of the framework.
