You may want to re-check your admin. We use MX 6.0 and 6.1 on Windows, Solaris, and Linux here for J2EE for JRun, and all Admins have a "Web Services" option in the left nav bar as the last option under "Data & Services", which is the second major section of the nav bar. If you don't see it, you may want to look into re-installing CFMX. It's definitely there for us. Under each registered web service, the middle icon is for refreshing the service, which works for us as well.
