You are correct. And if I delete the webservice, there is no caching issue.
So the problem exists between the keyboard and the chair. We use MX 6.0 and 6.1 on Windows, Solaris, and Linux here for J2EE for JRun, and all Admins have a "Web Services" option in the left nav bar as the last option under "Data & Services", which is the second major section of the nav bar. If you don't see it, you may want to look into re-installing CFMX. It's definitely there for us. Under each registered web service, the middle icon is for refreshing the service, which works for us as well.
