You don't use IsDefined("funcName") when placing the function in this scope?
Do you do this in the application.cfm or on each "base" page as needed.

While I'm late to this thread, this is normally very easy:

<cffunction name="goober" ....>

</cffunction>
<cfset request.goober = goober>
or

<cfset request.udfs.goober = goober>
