Actually I don't do this. The question was about how to put a UDF in the request scope so I was just showing an example. I'd assume it would be in the application.cfm. (Or in a file included from it.)

<cffunction name="goober" ....>

</cffunction>
<cfset request.goober = goober>
or

<cfset request.udfs.goober = goober>
