[CFTALKTor] OT - IIS

Sorry to be off topic, I was wondering if anyone has experienced this problem with IIS.  I am running 2000 pro with CF5 on my local machine.  But when I try to view a local page like 127.0.0.1/test.htm I get HTTP 500 Internal Server Error. I have tried uninstalling IIS and reinstaling it but that does not help.  When I look at the service is says starting?   Any suggestions?  I am sure that when Terry reads this he will say install Apache :)   TIA   Mike
