When I was upgrading a PC from 98SE to XP Pro, I had the same problem.
Installed and un-installed IIS a few times and it never seemed to work
properly.
I had to:
1.. un-install IIS,
2.. make a backup CD of my C:\INETPUB directory (make sure you have a
good backup!! :-),
3.. delete the c:\INETPUB directory,
4.. re-boot and then
5.. re-install IIS.
For what ever reason, just using MS's IIS uninstall and re-install did not
work for me. It works ok for me now. (And I have a backup CD of all my
projects too)

Sorry to be off topic, I was wondering if anyone has experienced this
problem with IIS. I am running 2000 pro with CF5 on my local machine. But
when I try to view a local page like 127.0.0.1/test.htm I get HTTP 500
Internal Server Error.
I have tried uninstalling IIS and reinstaling it but that does not help.
When I look at the service is says starting?
Any suggestions? I am sure that when Terry reads this he will say
install Apache :)
