The IIS service is "Starting" (not "Started")?
What are the System event logs showing for the IIS server? There should (hopefully) should be something.
 
Have you uninstalled Client for Microsoft Networks?
This MUST be installed for IIS to work. It can (and should) be disabled but it has to be there.
If it is not present you should get some sort of "time out" message for IIS in the event log.

Sorry to be off topic, I was wondering if anyone has experienced this problem with IIS.  I am running 2000 pro with CF5 on my local machine.  But when I try to view a local page like 127.0.0.1/test.htm I get HTTP 500 Internal Server Error.
I have tried uninstalling IIS and reinstaling it but that does not help.  When I look at the service is says starting?
 
Any suggestions?  I am sure that when Terry reads this he will say install Apache :)
