Only one service can lock the http port 80.  Therefore I would try  stoping
the IIS, put it onto manual, reboot, then start the apache service, and then
see if you can get a page.

If you STILL cannot get a page, then your problem goes deeper, perhaps
something like black ice defender or some other such firewalling software
has been installed on your server and is "protecting" port 80.

Or perhaps you have a virus.

Try this from another machine (and from the local machine just for fun)

telnet <servers ip address> 80

if it gets refused immediately, then the port is closed or is being refused.

if it times out, the port is open and being filtered or the service locking
the port is not/cannot respond.

if it connnects, port 80 is open, try entering
GET /
and you should see your index.html from wwwroot.

Let me know the results and we can go from there.
