Perhaps it makes sense to have a 'mon' plugin to monitor the application the log, with logic such as: 'We want to know about critical errors every 5 minutes, and normal errors once an hour.' Or something.
Rather than a new plugin, why not write a custom logging object for Log::Dispatch (or patch one of the 5 email loggers on CPAN).
Log::Dispatch is aboslutely amazing and everybody should keep it in mind when doing any nontrivial logging. An email plugin for it would be awesome.
