At least having README's and buildable plugins goes a good way

Arguably, good tinkering support is at least as important as
reference documentation and tutorials, which we already have several of.
Obviously, all documentation can always be improved, but in terms of
rounding out what we have, Andi's proposal does help to fill out one
of the weaker spots.
Andi solicited feedback on his proposal and I gave it. If you guys
want to ignore it, that's your perogative.
Tinkering is easier, in my opinion, when you can just 'cd' to the
directory with plugins and view them directly with your editor.
Packaging them in eggs adds that extra layer of work that makes it a
little more difficult to have a peek at the source when I want to.
