I have updated the Notifications wiki spec with proposals for sending
notifications/reports to users re: 'Upcoming' events and notes based
on event dates and custom alarm dates. Please review and respond with

- At the start of every day (5:00AM?), we want to put out a 'Upcoming
Today' report
- At the start of every week (5:00AM on Mondays), we want to put out
an 'Upcoming This Week' report
This includes:
- Events with start date/time and end date/time and time zone?
- Events with custom-date alarms should be listed twice: Once with
the event-start date/time, a second time with custom alarm date/time
+ time zone
- Non-events with alarm date/time + time zone
