I'll include the Timezone logic concerns as part my write up.
A bug could be filed as well but this is really just part of the
overall notification architecture (supporting the notion of day of week
per locale).

The "start of the day" would vary from user to user depending on
the timezone they are in. We'd have to keep track of this
right? That would have to be added as a preference or something.
