I've been looking for 12VDC and less-than-12VDC devices - including CPU
boards - My USR robotics Ethernet WiFi bridge is 12V (and has an
external antenna connector) - the most difficult thing to find seems to
be 12V VGA LCD panels - most of those seem to run 17 or 19V... I've been
talking to some of the h/w guys at work about this, but no definitive
solution, yet...

For 12VDC and 5VDC boards that can run Linux (typically headless), you
might want to check linuxdevices.com ...

A DC-in to DC-out power supply should be pretty easy (provided the
output voltage is something less than the input voltage) - it's been
quite some time since I worked with any of that kind of thing, but iirc
it's basicly just a matter of sufficient filtering capacitance to take
out the ripple...

Depending on what you want, you should be able find some very low power,
low-heat disapation single board computers at the linuxdevices.com - if
you want a more GUI-centric environment, I've noticed that most of the
newer e.g. Toshiba laptops and tablets are rated about around 90W -
which happens to be the same power rating as one of (the el-cheaper one)
the the inverters I picked up last year for around 15 or 20 USD. You
can get much better ones (150W and over) for around $100 - and of
course, if you hit up Flying J (truckstop - try Opelieka area) you can
get the monster 1500W inverters with a builtin Ethernet port for supply
monitoring ... (made for big trucks - don't overload your car's 12V
system)...
