In answer to your first question, I was following the precedent set by 
Python in what seemed useful.  It does seem a little repetitive, so 
maybe we'll hold off on curDir until others request it.

In answer to your second question, you are definitely welcome to help 
implement!  Anyone interested is going to want to check out the file 
CONTRIBUTING.md for some things to do to get started, and places to look 
for more information.

Details-wise, most of them will be independent of each other, although 
there are definitely those that will interact.  I was going to be the 
main implementer, so we should check to make sure we aren't implementing 
the same function.  The basic plan was to follow the same implementation 
pattern as https://github.com/chapel-lang/chapel/pull/192, and 
https://github.com/chapel-lang/chapel/pull/185 (although those function 
names have been altered by 
https://github.com/chapel-lang/chapel/pull/229, which should be taken 
into account), adjusting as the need arose.  I've got a patch out for 
mkdir() right now, with the intention of adding octal (so it's nicer to 
deal with) and then continuing on to probably either exists() or 
chmod().  Is there one of the others that strikes your fancy?
