No doubt the Chapel-lang project has its IRC, but the people present there
are not much, according to me, its because many people who are new to IRC
don't know about the IRC bouncers, and moreover due to the timing issues of
different countries, like for India and US, there is difference of 12 hrs,
so its not much likely that answer to question can be given that much
quickly.
So I was thinking to suggest to use Gitter chat for the project, it will be
easy to use, requires no IRC bouncer, simple and straight forward, moreover
we can provide the bots in Gitter chat which may also guide the users about
the project, and any small queries like asking the position of code, asking
a little help for code etc for contributing purpose can be made easy.
These were my views about adding a place for discussion, which is more
interactive than using mailing lists or IRC.
