I would also be happy to utilize such a "3rd" forum if available
for asking questions & topics that do not fit very well with
StackOverflow and Github issue (e.g., asking practical experience,
code design, performance tips, etc..).

Though I have no experience of Gitter/Slack/IRC,
one forum I felt convenient is Discourse because it
provides various features including bookmarking.

One shortcoming I noticed about the Github issue is that,
active threads do not appear automatically on the above
of the thread list (is it possible to do this by some option?),
so I sometimes fail to read a thread of potential interest
because it is relatively quickly "closed" (= solved) and not shown
in the main issue page.
