Cliff is correct (no surprise). A new interpretation of NV must apply to the phrase in isolation, effected either by parens or by the absence of other words. In other words, it would be implemented by rule "6 Bident" of Section II E <http://www.jsoftware.com/help/dictionary/dicte.htm> of the dictionary, after other existing rules (0 to 5) have been found to be inapplicable.
The "harmless" part pertains in part to that there is already an existing parse rule (6) that can implement it. Had there not been, had it been necessary to devise a new parse rule, then it would be "harmful", or at least costly, because a parse rule exacts a cost on the execution of a sentence whether or not the sentence uses the construct.
