I mean that REXX is both a command language (a ‘shell’) and a program extension language. I understand the difference, but I really used the word ‘system’ in the broader sense of any program system, not necessarily an o.s. I only know very little of DCL (and VMS) to tell myself. DCL is before all a command interpreter, but I don't know whether it can be used as a scripting/extension language for (application) programs.
