I mean that REXX is both a command language (a ‘shell’) and
a program extension language.  As an example of the latter use,
I specifically mentioned the text editor XEDIT.

I understand the difference, but I really used the word ‘system’ in the
broader sense of any program system, not necessarily an o.s.

Likewise, ‘scripting’ is a word of several uses, and, as mentioned,
REXX is a language for both o.s. and (application) program scripting,
which sets it apart from languages that are just command interpreters.

I only know very little of DCL (and VMS) to tell myself.
DCL is before all a command interpreter, but I don't know
whether it can be used as a scripting/extension language for
(application) programs.  And if so, whether that was true when
DCL first appeared (around 1977, I believe).
