We concluded something similar to this at an NYCJUG meeting where we
discussed this topic but I can't find which meeting this was on the Wiki (I
may not have written it up).

It is tempting, because the J executable is relatively small, to hope for a
way to package some scripts together with the executable as a single file.
However, the J installation is quick and easy and now it looks like any
other (Windows) application so this really shouldn't be a problem.  The
add-ons are more substantial but package manager seems to work well for
these.

More and more, I'm convinced that part of what the APL/J community needs to
do is to push back against "time-honored" conventions and re-frame these
discussions in a more sensible fashion that doesn't leave us playing catch
up.
