Quote-quad is the character  ?  .  That is, a quad (?, a four-cornered glyph) 
overstruck with a quote (').  It denoted user input
and output.

For example,  ??'hello world'  would print  hello world  to the user and  
input??  would read a line of input from the user and
store it in  input  .  You could even combine the two meanings with  ???  and 
echo the user's input back to him.

I'm guessing the title is a pun because the character denoted user input and 
output, and the magazine accepted input (papers) and
gave it back (published the papers).  Also maybe because the quad looks like a 
little book or magazine and contains a quote
(text)?
