There are two places where regular expressions are used: 

1.- "Regular Expression" rule match. You can apply rules depending on whether 
or not a client request matches a regex.
2.- The Redirection Handler. Independently on the type of match of the rule, a 
redirection will be performed.

So, you can configure any combination at your convenience:

- Match: Directory /tmp, Handler Redirection, match+substitution
- Match: RegEx whatever, Handler File (or something else)
- Match: RegEx whatever, Handler Redirection, match+substitution
- Match: RegEx whatever, Handler Redirection, substitution
