The easiest way to configure it would be to add two rules:

- Directory /avatars, Document Root /usr/share/avatars, Non-Final
- Directory /photos,  Document Root /usr/share/photos,  Non-Final

or you could alternatively configure them to use a 'Static Content' handler, in 
which case they could be Final.
