I think you're correct on both counts. A 396 (4.094) bore that's bored
+.060 to 4.154 is 407.663 (give or take a few thousandths) and rounds to
408. All big block engines were referred to as "Turbo-Jet" and all small
blocks were "Turbo-Fire" designate. The "396" moniker was so popular that
when they introduced the 402 big block, they still called it a 396 and
retained the 396 badging.
