The reason I have heard for boring the 396 cu. in. to 402 cu. in. in late 
1969 was because of the new 1970 emission laws. The law allowed higher 
emissions output for engines over 400 cu in. The cost for Chevy to build the 
402 was less then the 396 because it did not need to meet the more strict 
emission laws. They still called it an SS 396 because of all the advertising 
and popularity of the SS 396. They did build a non SS 402 big block engine 
Chevelle called the 400 turbo jet engine and there was also a small block 
engine called the 400 turbo fire. Crazy but true.
