That sounds fairly lame on their part. Kansas will actually look at a screen and scroll through a couple data fields and tell you if it has been taken. If not, lay down the cash and they process the information in the database and its yours! On the spot! Of course it does take 4 -6 weeks for the personalized tag so they make you purchase another tag until it arrives.
