No,it's not normal for them to whine. If they do,then they were set-up poorly. The 4.10 Richmonds in my 68 Elky were as quiet as stock. My ZR-1 has 4.10 Dana Super 44's in it and they are totally silent,too. Ring & pinion set-up is becoming a lost art but that's no excuse to accept sub-standard work. The only rear end I owned that was supposed to make noise,was the Halibrand quick change in my 40 Ford coupe streetrod.
