The neutral safety switch is used so you CANNOT start the car in gear - usually only Neutral and Park.  Whether you install it is up to you but I certainly would.

Probably referring to the shift linkage on the transmission itself.
 
 Does that come on a rebuilt tranny? 
 
May or may not depending on the rebuilder.  Should come with any aftermarket shifter however.  If you're going with factory linkage, this is just one of the parts you'll need.

column shift or floor shift?

if its a column shift, then u need the linkage from the column to the tranny

if its a floor shift then you will need a shifter, cable, range select lever, the column to tranny linkage for safety reasons, console assembly, console wiring, console mounts.

If you already have a console then forget about all the console stuff, you will just need a new auto top plate.
