Chuck,
I am assuming nothing happens when you try to start the car.
1. I would start with a voltmeter or test light. I would check to make sure
the light/meter worked by touching it to the battery terminals.
2. I would check for power at the starter
3. have someone help by turning the key to the start position to see if the
trigger wire has power at the solenoid.
Just a start but it may be as far as you need to go. The wire hanging down
may be the starter trigger wire. The color of the wire that is burnt may help
others determine what it's use is. I don't have my wiring manual here at
work.
