I know that the circuit board is not in the best of shape, it's 32 years old and will be replaced when I put the gauges in place of the idiot lights that are in place now.  The running lights work just fine.  I was leaning towards it being the headlight switch itself, I never replaced it when I put the dash back in the car.  I have another one somewhere in my mountain of parts :-).  I'll try that first then take it from there.  I definatley consider arcing a culprit as well.
