I have used the "Hammered Black" paint from Hammerite and really like it. It is one of those paints that you can spray right over rust. I painted a water pump with it a couple of years ago and it still looks just as good as the day I painted it. I installed the water pump under "emergency conditions" and didn't have time to paint it, so it was pretty well rusted a year or so later when I took it off, wire-brushed it, and used the Hammerite.
I have also used the black wrinkle paint (on dash A/C bezels) and it looks very good if you follow the instructions (spray one coat, let it dry "X" minutes, then spray a second coat). The surface is very delicate until it is really dry; so don't touch the surface or any masking tape until the next day if you use it. I think on the extra Monte dash that I have, the holes are approximately 3/8" in diameter, the metal panel was held in place by some "tabs" that reached through these holes and were spot welded to the back of the woodgrain insert. I think the best way to make that dash look the best in your Chevelle would be to paint the woodgrain insert with a black wrinkle finish paint. I've wanted to try painting the woodgrain on my extra one with black "Hammertone" paint, but I haven't gotten a chance to do it yet.
