I have used the "Hammered Black" paint from Hammerite and really like it. It
is one of those paints that you can spray right over rust. I painted a water
pump with it a couple of years ago and it still looks just as good as the
day I painted it. I installed the water pump under "emergency conditions"
and didn't have time to paint it, so it was pretty well rusted a year or so
later when I took it off, wire-brushed it, and used the Hammerite.

I have also used the black wrinkle paint (on dash A/C bezels) and it looks
very good if you follow the instructions (spray one coat, let it dry "X"
minutes, then spray a second coat). The surface is very delicate until it is
really dry; so don't touch the surface or any masking tape until the next
day if you use it.

The holes would definitely be noticeable, but you could fill them (if you
have enough patience).  I think on the extra Monte dash that I have, the
holes are approximately 3/8" in diameter, the metal panel was held in place
by some "tabs" that reached through these holes and were spot welded to the
back of the woodgrain insert.  I think the best way to make that dash look
the best in your Chevelle would be to paint the woodgrain insert with a
black wrinkle finish paint.  I've wanted to try painting the woodgrain on my
extra one with black "Hammertone" paint, but I haven't gotten a chance to do
it yet.
