Kyle, When I smacked my bike up last year, I used a tube of "plastic weld" that I bought from Auto Zone. It is basically like epoxy, except for plastic. Even comes in the 2 part mixer syringe. Maybe put a piece of tape over the hole from behind, leaving the tape loose. Push the plastic filler in from the front, into the "loose" tape, and it will form sort of a rivet. Sand the filler down and prime and paint.
