My .02   If  you go the  full gambit, install of tall spindles/tubular upper arms/ polly bushings /big sway bars/ boxed adjustable rear  control arms/  guick ratio box/ sticky tires/big brakes . This combo is proven to exhibit great handeling both in real world and skid pad test.
 But  I tend to agree with your thought. You need  good bushings, disk brakes (GM's work well) sport springs and shocks and a fast ratio box.
This on the street ,with good set of tires .
will be a blast to ride around.
  And  you'll  still have pile of green left over to spend on other needed improvements. 
 
I have the above set up on my 65 Elky, and I have to admit, I have a ball on my swervey mountian roads  around my home.

Buying all the parts new requires a hefty chunk of change so I'm not convinced yet it's worth the cost. My old 68 El Camino with PST polygraphite bushings in front, Del-a-lum in the rear boxed arms,Hellwig 1 1/4" front swaybar & 1" rear,KYB shocks,and 17x8 TT II wheels all around with BFG Comp T/A ZR tires was a very good handler. Not a slot car but nonetheless a fun car to drive daily.
FWIW,bigger brakes have little to do with better handling. Also,if running 17" or larger diameter wheels,it costs about the same amount to purchase 13" brakes as 12"s.

There are a few that have done it that lurk at Team Chevelle in the Brakes & Suspension forum.  They swear by the tall spindle theory but I don�t know if that�s just a side effect of getting 12� brakes or not.  With my 13� BOLT-ON-TO-STOCK-SPINDLES Baer system and the 17� Nitto tires, the old Chevelle handles as well as I need. :*)
