The  fusebox and the motor and front-end harness junction plugs are a source of trouble.
You can  clean up the conections. I have used 000 steel whool spun on a brazing rod. to burnish the pins.Then a product called DEOX-It a spray on cleaner. IMO it fantastic. With  CRC QD Electronic cleaner comes in second.
After everthing is clean and inspected for broken pin. re assemble with Dow junction silicon . It fill the voids prevents moisture form entering.
 This my not be your low voltage problem but is a area that can be problematic.

Thanks for all the info guys. I have tried just about everything I can think of. Herb ,I tried a volt meter at the battery with the car running, same thing. One more question, does the charging system run through the fuse block? I have always had trouble with it as some of the connections are very rusty. I am thinking maybe that is where I'm getting to much resitance at a bad connection. ???  Thanks, Vernon
