Not downshifting causes the clutches to slip because there is not enough fluid pressure on them to lock up correctly and in turn will burn the clutches.  The higher the revs, the more fluid pressure you get.  However, I don't think that downshifting when you are doing 65 mph at a high RPM is a good idea.  I generally use 2500 RPM's as a guideline when I manually drop it into 2nd gear.  Any higher than that and I won't do it.
