The Big Dilemma.. good MPG and 75MPH .... all day... To rebuild a 350cu in SBC is the less expensive eng out there but to get decient MPG out of it. .ya got to keep your foot out of the carburetor.. another alternative taht you can pick up REAL cheap is a 305 not a big performer but if bought used right and coupled with a OD auto trans,, you'll get much better MPG and still have enoug zipp to keep up on the freeways... and the305 won't have the swoop to rip up a OD th700r4 or Th200 so it's rebuild will be less expensive missing ALL the POWERE HD components...I think you can achive your goals and keep under you budget..
There is the full late maodel FI305's eng/trans combos cheap out there but you then need to do alot of things to accomadate the FI swap = $$$$$$ from extra fuel tank lines.. Hi Preasure pumps and computer controll harness-wireing ect.. As for the 307 had a few in 1970 era trucks and they LUVED gas. .no mater how I drov'em ?????
