I'm assuming that the car is in Georgia right now?  If so, they are
correct.  Any vehicle 1985 or older does not require a title.  While it is
true that obtaining a title is "easy" (that can be a relative term), it may
not be possible.  If the car has been registered to anyone, without a title,
Georgia will not generate a title for it.  That's exactly what happened to
me.  I bought my car on a bill of sale in Alabama, and drove it back to
Georgia, and tried to register it.  At the DMV, they explained that it had
been previously registered to someone in Georgia, without a title, and that
I would be unable to obtain a new title.  I registered it on the bill of
sale, and when I moved up to Alaska, I went through a major ordeal to
acquire a title.  Alaska requires a title, regardless of the year.  I wish
you luck, be sure to get a bill of sale, if they seller has no title.
