Now that I've looked into it, you can register a car in NY without a title, but you need "proof of ownership". This could be a string of bills-of-sale, or a transferable registration, or a registration accepted by another state. NY doesn't issue a title for a car prior to '72 anyway.
Since this seller has nothing, I'll keep looking.
Is that still like that?
I thought NY state did away with no titles.
Guess not.
I've been lucky, had titles for my parts cars even!
