Is there a knob under the speedo cluster? This sounds like a speed warning "feature" GM had. I don't know when they stopped or if the Chevelle line even had them, but I had a '67 Corvette with this option. There was a small knob that you could adjust to set the needle to, and when you exceeded this speed a buzzer would go off warning you to slow down. > Also, my blinkers are reeeeaaallly slow. Check the bulbs. Are they all working? If you swapped the flasher unit, then it implies that the load is not right. Maybe this is related to your short? If your lifters are all OK, check the exhaust for leaks. I use a three foot length of heater hose as my "ear" to locate engine sounds. It works great for exhaust leaks as you can point it close to the head, flange, pipes, and joint to locate any leak. I had a pair of Hedmans replaced for free due to a leak where the tube met the flange.
