sounds ok but could there be some kind of metal interaction going
on? friend suggested some kind of grease between bolt and cover but that
seems like it would attract dirt. another suggested a anode spacer
between bolt and cover. any experience with this out there or any

They are natural steel that is not coated with anything, so they will
naturally rust as they come in contact with moisture. I would take them
off, sandblast them and paint them. Moisture is unavoidable so the best
thing to do is give them a coating to protect the steel from the moisture in
the air.
