I think I know where you're talking about. I'll have to take a look
tomorrow. If it's where I think you're talking about, tightening the strap there
would compress the springs. Any problems with the car bouncing and the tension
on the straps changing?

I hook my hooks into the round openings in the front of the
frame. They are about 3" dia, so easy to spot, in the inside front frame
rails.
