There was a seminar at the MCR show in St. Louis by a big GM parts dealer and he noted that only the small block crate engine that was internally balanced was the base 350/290, #12499529 w/perimeter valve cover bolts. All the others with center valve cover bolts, like the 350 HO #12499711, ZZ4, RJ350, Fastburn 385, and HT383, etc. are externally balanced.

Its been a while, but isn't the 383 the result of using a small block 400 crank in a 350 block? If so, the 400 was externally balanced & used a different balancer & flexplate. But its been many years since I looked at a 383 and the GM 383 might be using new parts that were not available back then.
