I hear this so often...and have faced it myself as a breeder, when a breeder
tells a new owner that a pups is housebroken, then the pup messes in the
house so the new owner feels misled. Truth is, he probably WAS housebroken
when he left his breeder. It wasn't anything you did, but the pup gets into
a routine with his littermates and other dogs in the household and then when
he is taken to his new home, that routine is changed and the pup is unsure
how to adapt. It can be very frustrating!! I have recently gotten two new
older chis and they were housebroken, but I am having difficulty with them
here because I don't have the same routine their previous owners do.
Basically, you have to start all over. Housebreak them as if they have never
been housebroken. I have never used the penny can or water gun method, but
have heard a lot of people talk about how well they work. I have also not
yet tried the belly bands, but plan to make a couple and try them. It takes
consistency and patience...and a whole lot of love to get through this
stage. But if you have all those, it usually will turn out to be a stage and
not permanent. A myth some people fall for is that a neutered dog will not
mark. This just isn't so, so unless you neuter for other reasons, don't
waste your money on this one.  The vast majority of dogs that are returned
to the breeder or given up to shelters are done so because of housebreaking
issues.

Chis are notorious for the "nervous" wetting. I have one 9 y/o that I try
everything to let him know how safe he is, ect, but if he senses any little
bit that I am upset about anything, he will "squirt" if approached. I don't
look at this the same as the marking or just wetting in the house. To me,
that is no different from a baby or child crying when startled. I simply try
to reassure and don't make them feel bad about it.

The marking, of course, is a horse of a different color. That is much harder
to overcome that the wetting because they need to go. If a dog wets because
it needs to go to the bathroom, we need to adjust our own scheduling because
obviously we are not letting him go enough or at the right times. BUT a
marking dog will put forth a mighty effort to potty even if not needed! This
is hard to break because it is in their psych. It needs to be made clear
that it is NOT accepted (rather you use a newspaper, water or penny can) and
must be cleaned ASAP. They mark where they sense a prior mark. And it is
hard to catch in order to clean.

SOOOO, my suggestion is to first determine what type of urination you are
dealing with...nervousness, marking, or need. Then, I would try with
everything I had in me to rectify the situation, because once it is
overcome, you are looking at many years of total loyal blessings. :-)
