I never tire of questions.
When I got my male Gabriel, it was obvious to me he had been 
neglected in the sense of not getting enough attention-only food. He 
was totally into eating. His other behaviours were as you described 
your new boy to be.
 As everyone else said find out what he was eating before. It took a 
good month before Gabe was comfortable in his new home. He was 6 
months when I got him. Now he is a very happy little guy who only 
eats when he has to because he gets the attention he deserves. He 
doesn't feel the need to gobble up everything in sight.
 I know your dog has the opposite problem, but kindness, patience & 
love along with maybe a little table food mixed in with regular dog 
food for now.
